Regulations

2023-2024 Rules and Regulations:

  • The purpose of the University’s parking resources is to help provide students, faculty, staff and visitors safe and efficient access to university facilities.  Parking areas on central campus are dedicated for use by faculty, staff and on-campus residents.  Commuter parking is located on the perimeter of the campus.  The University’s Bobcat Shuttle provides transportation service from these lots to central campus.

    Parking Services is open Monday-Friday during normal university business hours.  The office is in the Matthews Street Parking Garage at 202 Student Center Drive.  Parking Services may be contacted at 512-245-2887.
    The regulations are enforced at all times.  The purchase of a permit does not guarantee a parking space, and the lack of a space never justifies parking illegally.

    The Texas Education Code gives Texas State the authority to regulate parking on campus, and the Transportation Services Advisory Council (TSAC) reviews the parking rules and regulations on a regular basis.  The Parking Services (PS) division of the Transportation Services Office has the authority to enforce these rules.

    Suggestions to improve the parking rules or policies can be made in writing to the TSAC c/o the Parking Services Office.

    1. “Virtual Permit” is a digital registration that connects the permit number to the vehicle license plate, the displayed license plate represents the permit which allows the registered vehicle to be parked on the grounds of the University.
    2. “Physical Permit” is a hangtag or decal affixed to a vehicle which allows the registered vehicle to be parked on the grounds of the University.
    3. “Boot” is a mechanical device which can be attached to the wheel of a vehicle to immobilize the vehicle.
    4. “Impound” includes the towing and storage of a vehicle.
    5. “Marked Space” is one designated for parking by two parallel lines.
    6. “No Parking Zones” include yellow curbs, fire lanes, bus lanes, construction zones, and areas not specifically marked for parking.
    7. “Reserved Parking Space” is identified by signage and is for use only by the individual or department for which it is designated.
    8. “Restricted Parking” includes areas for use by holders of Red Zone parking permits.
    9. “University Guests” are those who are invited by an institutional representative to perform a service or conduct business on the Texas State campus.
    10. “Visitors” are persons who are temporarily on campus and not associated with the university as faculty or staff, degree or non-degree seeking students, Continuing Education employees, or Continuing Education students.  Faculty, staff and students are not considered visitors to the campus.
  • III. PARKING REGULATIONS

    • With the exception of the LBJ Student Center and Edward Gary Street Garages, visitors (see III.F.1&2) and vehicles displaying a pay-and-display or Pay-by-App temporary permit, every vehicle parked on university property must be registered with Parking Services and properly display a Texas State physical or virtual parking permit.

      Parking permits are valid for the academic year beginning the Monday after summer commencement of the previous academic year.

      1. Faculty/Staff Permits (Red Zone) – are available to: 1) all Texas State faculty members; 2) graduate and doctoral teaching assistants who are reported as the “teacher of record” for an organized class; 3) permanent and temporary Texas State staff persons (for temporary faculty and staff, permits will only be issued through the ending date of the appointment); 4) faculty and staff persons whose employment is funded by grants or other outside sources; 5) Only per course and extension faculty may purchase a semester permit; 6) food service employees (excluding Texas State students); 7) Texas State retirees; and 8) the only students* eligible are the SG president and vice president and others as approved by TSAC.
        * Staff that are enrolled as students do not qualify for red permits unless they are benefits eligible staff. 
        1. Red Zone parking areas are reserved from 7 a.m. until 5 p.m. M-F with the following exceptions: 
          1. R4 (Alkek Garage) is reserved until 6 p.m.;
          2. After these hours and on weekends, all parking areas are open to vehicles displaying a valid Texas State permit of any color. 
      2. Edward Gary Red Zone permits allow parking in areas as described in section III.A.1.1 as well as the Edward Gary Garage.  These permits are limited to 75 and are available on a first-come, first-served basis.
      3. Reserved Faculty/Staff Permits (Red Zone) – are available to regular faculty/staff persons otherwise eligible for a Faculty/Staff permit.  Contact Parking Services for more information on Reserved Spaces. 
        1. Reserved Faculty/Staff (Red Zone) spaces are reserved 7 a.m. to 7 p.m. Monday-Friday.
      4. Residence Hall Permits (Green Zone) * – are available to hall residents.  Residence Hall Permits allow parking in the Green Residence Hall Lots and Perimeter (P) Lots at any time.  Residents of Sterry, Butler, and Lantana Halls, ONLY, may also park in the Green Residence Hall spaces located on the top levels of the Edward Gary Garage, as indicated by signage.  There is no guarantee of a space adjacent to one’s residence hall, and there may be times when a Perimeter (P) Lot is the nearest option.    
        1. Residence Hall (Green) areas are reserved from 7 a.m. until 5 p.m. Monday - Thursday, and 7 a.m. until 12 p.m. on Friday for residents who have been issued a Residence Hall Permit.  After 5 p.m. Monday through Thursday, after noon on Friday, and on weekends these areas, except for Residence Hall spaces located in the Edward Gary Street Garage, are open to vehicles displaying a valid Texas State Permit of any type.
        2. Commuters may purchase a Residence Hall Permit, if spaces are available, after the 12th class day at the $485 rate.
      5. Mill Street/Residence Hall Permits (Gold Zone) * – are available to on-campus Residents preferring a less expensive parking option and allows the vehicle to be parked in the Mill Street lot. 
        1. Mill Street/Residence Hall (Gold Zone) area Vehicles displaying a Gold Mill Street Permit must park in the Mill Street Lot (P12) between 7 a.m. and 5 p.m. Monday -Thursday, and between 7 a.m. and noon on Fridays.  After 5 p.m. and on weekends vehicles displaying a Gold Permit may park in most parking zones.  Green Zones may be used after noon on Friday. 
        2. Vehicles parked in the Mill Street Lot must relocate on home football game days.
      6. Bobcat Village Apartments Resident Permits (Silver Zone) * – are available to residents of Bobcat Village Apartments.  Bobcat Village residents are not eligible for a Residence Hall, Mill Street/Residence Hall Permit, or a Commuter/Perimeter permit. 
        1. Bobcat Village Resident (Silver Zone) areas are reserved 24/7 for those residents.
      7. Cypress Apartments Resident Permits (Orange Zone) * – are available to residents of Cypress Apartments.  Cypress residents are not eligible for a Residence Hall, Mill Street/Residence Hall Permit, or a Commuter/Perimeter permit. 
        1. Cypress Resident (Orange Zone) areas are reserved 24/7 for those residents.
        2. Cypress Resident (Orange Zone) permits also allow parking Balcones Resident (Blue Zone) areas.
        3. Residents of Cypress Apartments without a DHRL Housing Contract must purchase monthly parking online through the TXST Parking Portal and may not use this permit to park anywhere else on campus at any time.
      8. Balcones Apartments Resident Permits (Blue Zone) * – are available to residents of Balcones.  Balcones residents are not eligible for a Residence Hall, Mill Street/Residence Hall Permit, or a Commuter/Perimeter permit. 
        1. Balcones Resident (Blue Zone) areas are reserved 24/7 for Balcones Apartments Resident Permits and Cypress Apartments Resident Permits.
        2. Residents of Balcones Apartments without a DHRL Housing Contract must purchase monthly parking online through the TXST Parking Portal and may not use this permit to park anywhere else on campus at any time
      9. Commuter/Perimeter Permits (Purple Zone) – are available to: 1) commuting students; 2) any Texas State faculty or staff person; 3) Non-student/staff/faculty community members who use university facilities such as the Alkek Library and Campus Recreation Center, or who park on campus for any reason on a regular basis for an extended period of time. 
        1. Perimeter areas can be used at any time by vehicles displaying a valid Texas State permit of any color, except for the Gold Mill Street/ Residence Hall permit.
      10. Motorcycles Permits (MC) – All motorcycle spaces are exempt from the parking zone classifications unless otherwise designated with a sign or pavement marking.  Note: Motorcycles may not park in car spaces, and four-wheeled vehicles may not park in MC spaces.

      *Residents may only purchase permits for Green, Gold, Orange, Blue, or Silver Zones 

       

       

    • The online vehicle registration process can be accessed through the Parking Services portal at txstate.aimsparking.com or via CatsWeb.  Everyone must register online and in advance of bringing a vehicle to campus.

      All parking fines must be paid before you can:

      • Register your vehicle with parking services and purchase a permit
      • Drop classes
      • Obtain transcripts
      • Obtain Diplomas
      • Obtain a retiree permit

      You may not allow someone else to use your permit or gate access card.  If you do, both persons could lose their parking privileges for one year.

      1. Vehicle and License Plate Registration - Virtual Permits require license plate information to be registered and associated with your vehicle and authorize parking in specific zones.  The license plate information must be entered accurately.
        1. Faculty and staff may register up to three vehicles per virtual permit. Only one vehicle may be on campus at a time.
        2. Students may register one vehicle per virtual permit.
      2. Permit Costs – When purchasing a virtual permit, the license plate serves visually as the parking permit.
        1. Faculty and staff may purchase one Red Zone permit and/or one or more Commuter/Perimeter permits. 
        2. On-campus residents may purchase one Residence Hall permit or one Mill Street/Residence Hall permit.
        3. Commuting students may purchase one or more Commuter/Perimeter permit; each permit must have a vehicle registered with Parking Services.
        4. Students, faculty and staff may purchase one Motorcycle Permit in addition to a vehicle permit. 
          1. Students may purchase a motorcycle permit at a reduced rate if a vehicle permit is also purchased.
          2. Faculty and staff may obtain a motorcycle permit for free if a vehicle permit is also purchased.

      1. Refunds - Prorated refunds are available only on annual permits.  For the refund policy, please refer to UPPS 05.07.02 which can be found on the UPPS website at policies.txstate.edu/university-policies.
      1. Replacement Permits –
        1. Virtual Permits -
          1. Faculty and staff may update/change a vehicle registration as required per year.
          2. Students may update/change a vehicle registration online three times per long semester. After three updates/changes any additional changes must be made in the office and will incur a $5.00 fee.
        2. Physical Permits –
          1. A replacement permit can be obtained for $5.00 if:
            1. The old permit is returned to PS, in an identifiable form, or
            2. A statement from an insurance company verifies a total loss of the vehicle, or replacement of the windshield.
          2. If your permit is lost, stolen, was left on another vehicle you no longer have access to, or not in identifiable condition for an exchange, a replacement permit may be obtained for $10 with proper documentation.  Always report a lost or stolen permit to PS as soon as possible.  If you file a false lost or stolen permit report, you may lose your parking privileges for one year.
      1. Disabled Veteran Permit Cost– Veterans with a service-related disability are exempt from paying parking permit fees but must always register their vehicle with Parking Services and obtain and properly display a Texas State physical or virtual parking permit.  Specific documentation required.
      1. Parking Zone Classifications – All lots and streets where parking is permitted are coded by zone.  These parking zones are indicated on the parking map, and color-coded signs are posted in areas corresponding to the map.  Generally, between 7 a.m. and 5 p.m. Monday through Friday you must park in the same color zone as your permit.  After noon on Friday, Green Zones are open to vehicles displaying a valid Texas State Permit of any type.  Vehicles displaying a Red Zone Permit may also park in Green Residence Hall or Purple Perimeter areas, except for the Green Residence Hall spaces located in the Edward Gary Street Garage.
        1. Several spaces on campus are for restricted use only 24 hours a day and are appropriately signed.
        2. Spaces with signs, cones, barricades, curb, or pavement markings indicate a reserved space or area.  Students, faculty, and staff cannot move signs, cones or barricades and cannot park in a Visitor parking space.
        3. Permits may not be shared, used to circumvent restrictions, or otherwise be used fraudulently, and is subject to citation, impound, and loss of parking privileges for one year.
      2. Gate Access Cards – One gate access card is issued to eligible faculty and staff who have purchased an annual permit or upon request with the purchase of a semester permit.  Faculty and staff should retain their gate card for the duration of time they continue to purchase an annual permit.  New cards are not issued with each new permit.
        1. One Edward Gary Street Garage access card is available to residents of Sterry, Butler and Lantana Halls who have purchased an annual Resident Hall permit.
        2. There is a $10 replacement fee for lost or damaged cards. Gate cards must be returned upon separating from the University or upon dorm move-out.
        3. Gate access cards may not be shared, used to allow entry for vehicles that would not normally have access, used to circumvent restrictions, or otherwise be used fraudulently, and is subject to citation and loss of parking privileges for one year.
      3. Student Health Center Parking (SHC) – The gated SHC parking lot is for use by patients of the facility only.  If a vehicle is parked in the lot and the driver is not in the SHC, the vehicle is subject to further enforcement action including booting or towing.
      4. Summer Term Parking – During summer school sessions, vehicles displaying a valid Texas State permit of any type may park in any zone except Red Zones, Green Zones located in the Edward Gary Street Garage, or Silver Zones.  Summer Term parking ends on the last scheduled day of finals for the Summer II session.
      5. “Between” Term Parking – During the time between:
        1. the last scheduled day of fall finals and the first class day of the spring term, and the last scheduled day of spring finals and the first class day of the summer term, vehicles displaying a valid Texas State Permit may park in any parking zone except:
          1. Red Zones that are controlled by a traffic control booth or traffic control devices,
          2. Green Zone Residence Hall spaces located in the Edward Gary Street Garage, or
          3. Silver Bobcat Village Zones.
        2. and the last scheduled day of summer finals and the first class day of the fall term vehicles displaying a valid Texas State Permit may park in any parking zone except:
          1. Red Zones,
          2. Green Zone Residence Hall spaces located in the Edward Gary Street Garage, or
          3. Silver Bobcat Village Zones.
      6. Reading Day – All regular parking regulations are enforced on Reading Day.
      7. Electric Vehicle Charging Stations – are available to electric vehicles displaying any type of valid Texas State permit, excluding motorcycles and golf carts.
        1. Only electric vehicles may park in the dedicated spaces.
        2. Vehicles must be actively charging when parked.
        3. Charging is limited to four hours.
        4. Vehicles must be moved before the end of the four-hour time frame.
        5. The charging fee is $2 per hour
      1. Permits are not valid if not displayed, or if the license plate is not visible from the nearest driving lane, or if the license plate or vehicle was registered incorrectly.
      2. License plates must be displayed in a manner that complies with all applicable laws and codes.
      3. With the exception of the LBJ Student Center and Edward Gary Street Garages, visitors (see III.F.1&2) and vehicles displaying a Pay-and-Display or Pay-by-App temporary permit, anyone who wishes to park a vehicle at any Texas State University campus lot must have a valid parking permit affixed to their vehicle, or a virtual permit attached to the displayed license plate,
      4. Hanging tags may be used only with Red Zone and Reserved physical permits.  Others physical permits must use the self-adhering decal.  Hanging permits must be hung from the rear-view mirror and be easily seen below the window tint with the numbers facing forward.  If the position of the rear-view mirror or the length of tint makes this difficult, inform PS so they can provide an extended length hanging tag.  Self-adhering permits must be completely affixed as described on the peel tab of the decal and placed entirely outside of any window tint.  They cannot be taped, glued, laminated or affixed in any other manner, nor transferred to any other vehicle.
      5. Pay-and-display permits must be placed printed side facing up on the vehicle dashboard and be clearly visible.
      6. Anyone found displaying a lost, stolen, or forged permit could lose their parking privileges for one calendar year.
      1. Accessible Parking – Only persons displaying a state-issued disabled person license plate or hanging tag that features the International Symbol of Access (ISA) (SB792) may use the designated accessible parking spaces. All students, faculty, staff and visitors must also display a valid Texas State permit in addition to the disabled person plate or hanging tag. If all the accessible spaces are full, any legal non-reserved space may be used.
        A parking placard or plate with the ISA is only valid when being used by the person with the disability or someone who is driving the person with the disability. It is a violation of state law to use the placard or plates for an accessible parking spot without the person with the disability in the vehicle.
        Disabled veteran license plates that do not feature the ISA are not eligible to park in accessible parking spaces, and are not exempt from color restrictions.
      2. Temporary Mobility Impaired – Persons with a temporary mobility impairment can obtain a Temporary Mobility Impaired permit with written notification from the Student Health Center or a personal doctor.  The expected period of time must be included and cannot exceed, nor be renewed, beyond 60 days.  Vehicles displaying this permit are exempt from the parking zone classifications.  This permit does not authorize the use of Accessible Parking, Visitor, Service/Delivery, or any other reserved parking space.
      1. University Guests* – University guest parking is available at the LBJ Student Center or Edward Gary Street Garages for a fee.  On occasions when parking is needed at a building that is not close to one of the garages, departments should work with Parking Services to consider other accommodations.  Hosts of official university guests should request permits through the Parking Services Departmental Portal at least 48 hours in advance.  When a guest is issued a citation for “No Permit” because the department neglected to purchase their permit and the department or visitor seeks assistance to dismiss the citation, the department will be assessed a fee for the dismissal. Vehicles may not display a University Guest permit if outstanding fines are assigned to that vehicle.
      2. Visitor*– Visitor parking is available at the LBJ Student Center or Edward Gary Street Garages for a fee, or in officially designated visitor spaces.  Dedicated visitor spaces do not require a fee to park; however, a temporary visitor permit must be displayed on vehicles parked in these spaces.
        1. When departments elect to pay for their visitors and guests so they can park close to their building because a pay garage is not convenient and there is no designated visitor parking space nearby, they may order a visitor permit online at txstate.aimsparking.com (login required).  Account number information must be provided, and departments will be IDT’d $5 per permit requested.
        2. Parents may get a visitor pass from a Parking Services booth or the Parking Services office during regular business hours Monday through Friday, 8 a.m. to 5 p.m.

      *From 5 p.m. Fridays through 7 p.m. Sundays, Parking Services does not enforce “No Permit” violations on Visitor/Guest vehicles.  Students, faculty, and staff may never display a Visitor/Guest permit.

      1. One-Day Temporary – Are available for persons issued a physical permit, and are for use by persons who bring a vehicle to campus other than the one(s) already registered at PS.  These permits are valid until 9 a.m. the next business day.  One-Day Temporary permits may be obtained from PS, or any Parking Services booth.
      2. Weekly Temporary – May be purchased for up to eight weeks at $6/week for Commuter/Perimeter and Gold Mill Street, $8/week for Restricted, Balcones, Cypress, and Bobcat Village, and $15/ week for Hall Residents.
      3. Loading Zone** – Valid for 20 minutes while parked in designated loading zone areas for the purpose of loading or unloading heavy or bulky items.  Once the items are unloaded, the vehicle should be promptly moved to allow others access to the area.  Loading Zone permits may be obtained from PS or any Parking Services booth.
      4. 30-Minute** – For use by persons who must conduct short-term business at JCK.  The time-stamped permit must be obtained at the JCK Parking Services booth and exempts the vehicle from parking zone restrictions for 30 minutes.  The time is strictly enforced, and the permit should not be obtained unless the business can be conducted in less than 30 minutes.  A 30-minute permit does not allow the use of reserved spaces.
      5. Service/Delivery**– For those persons required to perform job duties throughout campus.  The S/D permit is valid for two hours in signed S/D spaces, 20 minutes in signed loading zones, and exempts the vehicle from parking zone restrictions.  S/D permits do not allow parking in reserved, accessible or visitor spaces, on yellow lines or curbs, areas not marked for parking, or in fire/emergency zones.  Using the S/D permit for any reason other than its intended purpose could result in having the vehicle impounded and the permit confiscated.  University departments may request one yearly S/D permit, unless otherwise approved by the TSAC.  Information about yearly S/D permits is available at PS.
      1. Construction Contractors – Parking is available by application at www.parking.txstate.edu/construction.  
        Construction contractors who have contracts with the university may be approved to purchase permits on a case-by-case basis. Parking inside fenced staging or construction areas is limited and requires a Red Zone permit. The staging areas are not intended to be parking areas. They are generally limited to one to ten spaces per project for the job superintendent and supervisor vehicles with Red Zone permits, as authorized by the job superintendent. Staging in fenced areas or staging areas is allowed for a brief period for pick-ups and drop-offs and is not to circumvent the purchase of a permit. Vehicles parked without appropriate permits may be subject to ticketing, immobilization (booting), and towing. Construction contractors must purchase Purple Zone permits for job supervisors and non-supervisors to park in Lot P 10W (Bobcat Stadium West) which requires transportation to the job site. Contractor Permits follow all rules regarding the display of permits, both virtual and physical.

      Contractors may not purchase Pay-and-Display or Pay-by-App permits to circumvent construction parking rules.

      1. Vendors and contractors (other than construction contractors) who have contracts with the university may purchase red restricted permits if they wish to have red restricted parking privileges. They may also purchase perimeter parking permits but can only park in the Perimeter (P) lots.
      2. Vendors or Service providers with no contractual relationship with the university must park in the pay garages or may purchase a perimeter permit and park in any Perimeter (P) lot.  On a case-by-case basis, the Associate Director of Parking Services, upon request, may approve the purchase of a Red/Restricted permit.
      3. Vendors with marked vehicles who provide short-term business on campus such as the delivery of food, flowers, newspapers, etc.… may park in university surface lots or in loading zones for not longer than 15 minutes with emergency flashers.  No permit is needed.

      **The vehicle must also display a valid Texas State permit with loading zone, 30-minute, and Service/Delivery permits.

      1. Pay-by-App Permits* – One-day virtual temporary permits are available in locations with a Pay-by-App signage and are listed on the Parking Services website. Vehicles may not utilize a Pay-by-App permit if outstanding fines are assigned to that vehicle.
      2. Hourly Pay-by-App Permits – Hourly virtual permits are available in the JCK visitor lot. Vehicles may not utilize an Hourly Pay-by-App virtual permit if outstanding fines are assigned to that vehicle.

      *Vehicles displaying valid Texas State Permit may not use a Pay-and-Display or Pay-by-App Permit to park in a parking zone, other than the Hourly Pay-by-App locations, or at a time otherwise prohibited as per Section III.A. 

      1. LBJ Student Center Garage and Edward Gary Street Garage – There is always a fee to park in these garages.  Texas State permits are not required in the LBJSC Garage or the “pay-per hour” sections of the Edward Gary Street Garage.  Sponsors of events held near these garages should direct attendees to use the garage.  There is no free parking in either of the pay garages except for events approved by the Vice President for Finance and Support Services.  A list of approved events can be found at www.parking.txstate.edu/events.html.  Anyone interested in more information about the garages may visit the business office in the LBJ Student Center Garage Office 100A or call 512-245-7994.
    • There may be times when an additional parking fee is required at special events.  Parking at Texas State football games is one example.  University departments planning to host or authorize any event must contact Parking Services concerning parking availability at least two weeks prior to scheduling the event (and prior to the dissemination of parking information to attendees), and must complete the Special Event Parking Request Form.

      The special event parking fee to park in the LBJSC garage is $10/day. The special event parking fee to park in the Edward Gary Street garage is a reduced rate of $8/day.

    • All Texas State parking rules and regulations apply to the Round Rock campus.  Students, faculty and staff on the Round Rock campus are not considered “visitors” of the Texas State campus, must always display a Texas State Permit, and park according to the Texas State Parking Rules and Regulations.  Visitors to the Round Rock campus must display a Pay-by-App permit.

  • IV. ENFORCEMENT

    • Report inoperable vehicles immediately to UPD.  Vehicles may be tagged to avoid ticketing or towing for 24 hours.

      1. Parallel Parking Opposite the Flow of Traffic, or with the Curbside Wheels more than 18 Inches from the Curb.  $40.00
      2. Parked in a Backed-in Position - Parking in an angled space with the back of the vehicle toward the curb or pavement marking.  $40.00
      3. Failure to Park in a Marked Space - Failure of one vehicle to park in a marked space does not justify others to park illegally.  $40.00
      4. Improper Display of Permit –
        1. Physical Permit - Having the permit laminated, taped, not completely affixed, or displayed in the wrong manner/location.  $10.00
        2. Virtual Permit - License plate not visible from driving lanes, obscured, registered incorrectly, or displayed in the wrong manner/location.  $10.00
      5. Parking Out-of-Zone (impound violation) - Parking in a zone not authorized by the color of permit displayed.  $40.00
      6. Parking in a Loading Zone (impound violation) - Parked in a loading zone without a loading zone permit, or for more than 20 minutes from the time stamped on the LZ permit.  $40.00
      7. Parked in a No-Parking Zone (impound violation) - Parked:
        1. Where prohibited by signs, ground markings, or yellow curbs.  $40.00
        2. Where there is no marked space.  $40.00
        3. On grass, dirt, or any other unimproved ground which is not designated for parking.  $40.00
        4. In a fire lane, construction area, or bus lane.  $40.00
      8. Parked in a Reserved Space (impound violation) - Parked illegally in a designated reserved space or area.  $40.00
      9. Blocking Drive/Sidewalk (impound violation) - Parking in a way which obstructs driveways, sidewalks, crosswalks, streets, or disabled access.  $40.00
      10. Double Parked (impound violation) - Parking or stopping a vehicle on the roadway side of a vehicle already parked on the curb of a street or parking lot.  $40.00
      11. No Parking Permit Displayed (impound violation) - Parked on campus at any time without a valid Texas State parking permit.  $40.00
        Note: If the operator owns a valid Texas State Permit and was parked in his correct parking zone, the violation can be reduced to “Improper Display” or "Improper License Plate Registration".
      12. Parked in Disabled Space without Displaying a State-Issued Disabled Persons Permit (impound violation).  $300.00
      13. Fraudulent Use of a Permit - Displaying a current Texas State Permit which has been Altered or Forged; reported Lost or Stolen; Deliberately Obscured; or is being used in a Fraudulent Manner (impound violation and loss of parking privileges for one year) $200.00.  Appeals of these enforcement actions may be made in writing to the Transportation Services Advisory Council, c/o Parking Services.
      14. Fraudulent Use of a Gate Card - Using a current Texas State Gate Card which has been Altered or Forged; reported Lost or Stolen; or is being used in a Fraudulent Manner (loss of parking privileges for one year) $200.00.  Appeals of these enforcement actions may be made in writing to the Transportation Services Advisory Council, c/o Parking Services.
      15. If a fine is not paid within 10 working days, a $15.00 late fee is assessed.
      1. Every fall and spring semester, PS will send ticket notices to persons with unpaid parking fines.  Persons with outstanding fines are prohibited from registering their vehicle with Parking Services and purchasing a permit, dropping a class; obtaining a transcript; and/or obtaining a diploma; and/or obtaining a retiree permit. Even if otherwise legally parked, vehicles with outstanding fines are subject to further enforcement action, including booting or towing.
      2. Chronic Offender Policy – Anyone who has parked a vehicle or vehicles on University property which has or have been issued five or more tickets within a continuous 12-month period, regardless of whether the tickets are paid or on appeal, will be considered a Chronic Offender of the University’s parking rules. Chronic Offenders may continue to park legally on campus, however, when a vehicle which has been assigned to a Chronic Offender is found illegally parked, it is subject to:
        1. Immediate impound, and
        2. A $150 Chronic Offender fee.
      1. When a violation notice is issued on a vehicle displaying a Texas State Permit, proof that the permit was owned by an individual is prima facie evidence that the owner of the permit received the violation notice and committed the offense.  If no permit is displayed, proof that the vehicle was owned by an individual is prima facie evidence that the owner received the violation notice and committed the offense.
      2. Unpaid charges – for violations are recorded in either the name of the student, faculty, or staff person who:
        1. Bought the permit displayed, or who had previously bought a permit for that vehicle;
        2. Has previously paid violations on that vehicle;
        3. Was identified as the driver or owner of the vehicle; or
        4. Has the same last name and/or the home address of the registered owner of the vehicle.
    • To help assure fairness in the enforcement of parking violations, a two-tiered appeals process was created to hear appeals of violation notices.

      1. Level One – You may first ask to speak with a PS Officer about the ticket.  The officer may recommend cancellation of the fee, in part or whole, refer the case to the Associate Director of Parking Services or his designee for further review, or refer the individual to level two of the appeal process.
      2. Level Two – Any person who is not satisfied with the decision by the PS Officer may have the citation reviewed by the Appeals Committee. The review is to determine: 1) if the enforcement action was in accordance with the University’s Traffic and Parking Regulations, or 2) if an extreme or extenuating circumstance, or a circumstance outside of the appellant’s control might warrant dismissal or reduction of the fee.  Ticket Appeal verdicts will be emailed.
        • Complete the appeal form (available online at txstate.aimsparking.com/ or in the Parking Services office.)
        • Pay the violation charges.
        • File the appeal at PS within 10 working days from the time the ticket was issued.

      Appeals of a boot removal fee, fees associated with the release of an impounded vehicle, and parking suspensions must be made in writing, or in person to the appropriate appeals committee.  Persons will be notified of the findings in writing and by e-mail.  The decisions are final, and refunds of fines and fees are sent to the last reported permanent address.
